Rep. Jackson's Statement on Arrest Warrant for Corporate Slumlord Ephraim Feldman

I commend the Caddo-Shreveport Financial Crimes Task Force for its work in securing an arrest warrant for Ephraim Feldman on a charge of misappropriation of utility funds. This is an important step toward holding holding corporate slumlords accountable for the exploitation of tenants, precisely the type of conduct that Act 231 of 2025 was enacted to address.
I strongly urge state and local authorities to pursue every lawful means necessary to locate, apprehend, and, if necessary, extradite Mr. Feldman to Caddo Parish to answer these charges.
Corporate slumlords should not be allowed to hide behind LLCs, profit from the suffering of vulnerable residents, and evade accountability. We must send a clear message that greed and exploitation have consequences and that the law applies to everyone. My hope is that this is not a one-time reaction during an election year, but the beginning of a consistent standard of accountability. Our residents deserve enforcement year-round, not just when elections are approaching.
Most importantly, my concern remains with the tenants and families who have suffered through these conditions. No family should be forced to live without basic utilities while those responsible for providing them collect their money.
